Construction ISSC communique: August 2025

The Construction Industry Standing Committee (the Committee) met on 27 August 2025. Mr Ryan Alexiou offered to act as chair for the meeting and was elected unopposed.

Members welcomed the Chair of the Work Health and Safety Board (WHS Board), Mr Michael Hart, who was appointed to the role in January 2025. Mr Hart acknowledged the work of the Committee in providing grounded industry insights and feedback to support the WHS Board perform its advisory function.

A representative from the Office of Industrial Relations (OIR) Psychological Health Unit (PHU) presented on the work of the PHU and aspects of the Managing the Risk of Psychosocial Hazards in Construction Project Plan. Members discussed psychosocial hazards in the construction industry advising that many sections of the construction sector are still building understanding and maturity regarding psychosocial hazards. Members provided feedback on how psychosocial hazards may present in the construction industry and control strategies. Members provided OIR with feedback to assist in the development of practical resources to support the construction sector with managing construction-sector specific psychosocial risks and hazards. Members agreed that OIR should develop resources with small to medium sized enterprises in mind.

A representative from OIR Industry Engagement presented to the Committee on whether there is an ongoing need for the course in the Safe Use of Swing Scaffolds (the Couse). Members provided OIR with information on the use of swing scaffolds in the construction sector. Members unanimously agreed that there is an ongoing need for the Course due to the high risk nature of the use of swing scaffolds and the lack of an alternate safety course.

Members discussed the reintroduction of audiometric testing and noted the Question & Answer Section on the WorkSafe website provided comprehensive information on audiometric testing that should cover industry questions.

Members raised ongoing concerns related to earthmoving plant in Queensland and indicated support for the reintroduction of high-risk work licenses. Members noted that industry, including both unions and employer groups, support consideration of a reinstatement of a licensing framework for earthmoving plant.

Members observed that falls from heights, especially from 2-3 metres, continues to be a key concern for the residential housing construction sector. Members noted that the risk of a fall on a 1-2 story construction site must be managed. Members agreed to consult on this matter with their networks.
