Health and Community Services ISSC communique: November 2025

The Health and Community Services Industry Sector Standing Committee (the Committee) met on Thursday, 27 November 2025.

Queensland Work Health and Safety Regulation 2011 to review sexual harassment prevention plans following a sexual harassment notification, particularly for situations involving enterprise level organisations. Members discussed a range of issues associated with the impact of S55H(4)(b) on large organisations with complex plans as well as the need to manage psychosocial risks.

The Committee discussed the issue of identifying heads of power to enable security guards to use restraints in various contexts. Depending on the incident, there may be difficulties in identifying and contacting the appropriate head of power quickly in large, regionally spread organisations. Members observed that with growth in occupational violence and aggression where the aggressor is not a worker, this issue of identifying heads of power remains a challenge and members agreed, where possible, to share internal work being undertaken in relation to this issue.

The Committee noted the model fatigue code of practice (code), and will review the code out of session prior to the February 2026 meeting.
